At 2:00 a.m. today, Tropical Storm "BISING" was estimated at 730 kms east of Bicol region (13.2°N 131.1°E) with maximum sustained winds of 110 kph near the center and gustiness of up to 140 kph. It is moving north northwest at 15 kph.
